WIN98SE - How to Re-install from Cab files!

My system got hijacked and I can not clear my search bar
from going to th.msie.cc or .tv. Two days searching
newsgroups with no success - I was able to get my home
page back,
I want to wipe the system clean and start over but all I
have is the cab files on the hard disk.
(windows/options/cabs)
Can it be done and how?

Yes, I hope this works--

At the C:\ prompt, type CD WINDOWS & press ENTER
Type CD CABS and press ENTER
Type SETUP and press ENTER
This should take you to the Windows reinstallation
screen.

You'll need some other types of files in that folder other
than just the cab files, but yes, you can do it.

Boot to DOS, change directories to windows\options\cabs
folder and type in
setup

No setup file in that directory!!!

Also, I have run HJT, CWshredder, regclean .... in and out
of safe-mode. I can still not get my search bar back
under my control.
