If it's what I think it is it would not be a good idea to stop this
fan! It's the one cooling your power supply. As another poster
responded, it may be possible to quite the fan by removing accumulated
dust. With the unit shut off and unplugged (there's power on even in
standby mode - which is why the fan is running), use something like a
turkey basting brush or other small width long-bristled soft brush to
poke through the fan cage and brush the dust from the fan blades.
Plug back in and power up. Depending on which way the fan is blowing
you may get a puff of dust coming from the power supply.
Some air noise may also come from poor design of the fan cover and/or
forcing air through ventilation holes in the case. Correcting this
problem is a pain in the rump.
