is there any way to create a program that will run like a
dos bat file and copy files from one folder to a
compressed folder so that I can set up a shortcut on the
desktop to a new user.

Please explain what you mean.
All files on a win 9x machine are available to all users - there's no way to
hide them from each other (as there is in W2K/XP)
