WNASPI32.DLL

I have some problems with this file. I put a new program
in my computer, and the new program uninstall this file.
Do I have to install alle the files from Windows ? Or I
can only install this file

The Winaspi.dll and Wnaspi32.dll files are in the
Win98_40.cab file,
