I.ve lost all my help files and system information on my
Dell computer and this message come up and says to notify
Microsoft help center and the number is 2147143678, can
someone guide me so that I can locate this number.

Jean - exactly what did you try? - are you still getting the same error?
(occasionally the number will change after applying the fix, and I for one
missed the change at least once!)

try this...
Start|Run
type
SCANREG /FIX
click OK - Windows will reboot

I have no idea what I'm doing wrong but doing the
scanreg/ fix in run doesn't work either a error message
comes up and says cannot find scanreg or even scanreg/
fix, wish that had worked.
When I went to www.btinternet.com/~winnoel/HSfails.htm it
came up ok,but couldn't find any answer to the problem and
to try different message,etc.
Thanks for trying,but don't give up as I need your help.

When you tried scanreg /fix did you type it as you have put in your post
with the / after the g if so you need to try again but with a space
between the g and the /
See if that works

Joan, putting the space afer the g did work, however this
is what came up:
Windows Registry Checker
Usage: scanreg [/<options>]
<options>
? = display usage
backup = backup the registry & related sys. conf. files
restore = choose a backup to restore
fix= repair the registry
comment = "<comment>"
= adds the specified comment to the cab file while backing
up
That doesn't tell me anything, but maybe it tells you
something. Need you to tell me what I should do next.

the correct command is

SCANREG /FIX


use that, and the system should reboot (as you'd have seen, if you'd
cut/pasted as suggested on the page.

Noel, I've tried everything that you suggested for
examble I went to this web
site ,http://www.btinternet.com/~winnoel/millsrpch.htm and
printed out every error resolution and tried them all
without being able to correct the problem. I still receive
this message no matter what I try: The initialization of
the help center failed. Please report the following error
number to Microsoft support:-2147143678 Thanks for all the
really great help and I've made a file to save all of this
fine information. If and when this problem is corrected, I
will pass the information on. Still trying to correct the
problem.

Download the Belarc Advisor from www.belarc.com - run it and see what it
reports about the Hotfixes installed - post the list back, if you need
explanations - reinstall any patches it says are broken.

See if that helps

Just in case Noel doesn't get to see your post until tomorrow.

290700 is quite definitely still available and very much required as
without this patch system restore will be unable to create usable
checkpoints. This patch can be downloaded either from the Windows Update
catalogue (see below) or from the link in the associated KB article. MS
KB 290700 - "Checkpoints That You Create After September 8, 2001 Do Not
Restore Your Computer" (http://support.microsoft.com/?kbid=290700).

823559 is also very much a required patch. KB 823559 - "MS03-023: Buffer
overrun in the HTML converter could allow code execution"
(http://support.microsoft.com/?kbid=823559) and can also be downloaded
from the Windows Update catalogue.

287564 is somewhat more difficult. This is the MovieMaker 1 upgrade which
for some totally inexplicable reason is not in the Windows Update
catalogue nor is there any associated KB article. 287564 can however be
downloaded using the link

To access the Windows Update Catalogue you will need to visit the
Windows Update (http://windowsupdate.microsoft.com/) site and choose in

Settings and now click the new link to the Catalogue that has been added
to
the left hand pane.

Want to fix this box for me? I seem to have managed to pin the problems
down to a faulty channel on the HighPoint controller. I tried upgrading
the driver to the latest available for this board which introduced me to
some blue screens (stop codes) I'd never previously visited. :-) [Code
35 No More IRP Stack Locations] I was glad to find a use for Last Good
followed by SR.

I've got most of the data off the two HDs onto another drive and will
start pulling out some hardware into the new box although I don't want to
do a "proper" OS install on that until a delayed HD from dabs arrives on
Tuesday - should have been here on Friday but ParcelForce seem to have
instead decided to take it on a trip round s.London rather than deliver
it. Once the new box is available in its final hardware configuration and
basic OS and software installed I'll be zapping the drives on this disk
(one seems to have a couple of defects) and swapping them over to the
normal IDE controllers on the mobo in the hope of fixing the problem and
getting this box back in reasonable shape for use by the girls.

Must get to bed now so I can be all bright-eyed/bushy-tailed tomorrow to
move my PC over to the pub for Monday's fun - creating T-shorts to order
(while wearing a rather fetching black velvet frock, wig, and Doc Martins!)

Pictures will be available on my site either as the day goes on (if I can
filch net access) or a couple of days later after I've brought the system
back home. - always assuming I can find my camera somewhere in this midden I
call a flat!

That sounds as if you are going to be enjoying yourself. Hope it all
works out and that the lubrication doesn't get in the way of the t-shirt
printing (or maybe they really will be t-shorts <g>).

Thanks a million for the information, I printed it out and
did just what you said to do and got all the reinstalls
done, except for one. For some reason KB 823559 even
though I downloaded and open it, just hasn't reinstalled
like the others have. I tried it several times, even
downloaded it two or three time, still no reinstall.
Is it possible to go into the registry and delete that and
then reinstall?? Anyhow when and click on the help button
ro go to system information I still get the same message
in both cases; Help Center Failed Report Microsoft Support
Number 2147143678, what ever that means.

Jean,

I'm not sure why the 823559 patch is proving difficult to reinstall.
However since the patch isn't being installed via the Windows Update
mechanism the usual logs are not available (iuhist.xml in the Program
Files\WindowsUpdate\v4 folder and Windows Update.log in the Windows
folder). It is just possible that you may have a log in the Windows
folder that might contain some useful information. I don't know what the
log's name will be something like Q823559.log or KB832559.txt.

I feel that the failed attempts to install this patch are possibly the
reason for your problems in accessing Win Me's Help & Support. In an
attempt to fix this I would suggest that you install latest MDAC
(Microsoft Data Access Components version 2.8 (
http://www.microsoft.com/downloads/details.aspx?FamilyID=6c050fe3-c795-4b7d-b037-185d0506396c&DisplayLang=en)
as this has helped fix this problem for some users.

What's the EXACT error message that you get when you try to install that
patch??
Are you sure that you downloaded the correct version? - each OS has had to
have its own version, so one for Windows 2000 will NOT work in Win ME.

Downloaded the MDAC verison 2.8 file and installed on the
computer, restarted the computer and tried to open help
and also the system information files and still receive
the same message. I even tried to install the KB823559
file again, still no responce. Everything seems to be
working just fine on the computer except for the help
files and the system information files. This problem is a

What version of IE are you using? - a repair may be a good idea......
Reboot to Safe Mode
Go to Add/Remove Programs and try a repair of Internet Explorer from there.
Go to the entry for 'Microsoft Internet Explorer 6 SP1 and Internet Tools'
in Add/Remove Programs
Click on Remove - and click on Repair on the window that pops up
Reboot on request to Normal Mode

If the above entry isn't there, you first need to uninstall all the patches
applied, then do the repair, then reapply the patches
The patches are listed in Add/Remove under the names 'Internet Explorer
Qxxxxxx'
highlight, click Remove - reboot if requested.
Repeat until the MSIE6SP1 entry appears - then repair as above.

said by going into safe mode and this is what the pop-up
window gave me Rundll...Error in setupwbv.dll,missing enry
IE6 Maintence
Went search file and received this information when I type
in setupwbv.dll: Windows\system Ver 5.50.4134.100 and
Windows\VCM Ver 6.0.2800.1106. Is there some way to
correct this problem, what a mess??

From what you say here, it looks very much as if you've attempted a
reinstall of ME over IE6 - which doesn't work, and results in 'version soup'
(a bit like alphabet soup - all the versions get mixed up, in blood-red
sauce!<g>)

There's only one known cure for this at present - look here for

Neol,
I have gotten down as far as get a copy of a full IE
install. After trying several time to download IE6 after
downloading IE6 Setup.exe I get this message: Setup has
finished downloading the Windows update. Run "IE6
setup.exe" from the windows\windows update setup files
folder when ready to complete setup. I copied and pasted
what you showed to put in run. I'm doing something wrong,
but don't no what it is.The download folder is on hard
drive which is C and I put it there by right clicking on
the start menu and then clicking explore.All's I can say
is Help.

I followed your information on uninstalling and
reinstalling IE 6 and I now have all my help files and my
system information files. It worked like a dream and
thanks again for all your fine help.
