With SpyBot it cleared registry entries to the best of my knowledge.

Man, the spooky part of what i caught was the rundll32 there in task manager
and no explorer showing. Like they were trying to take control.

There isn't a Backweb or strange entity in there I don't think...I know pretty
much what all of them are.

But why does this happen?

I removed the following programs but they remain in the Install/UnInstall list:

America Online (choose which version to remove)
America on Line 4.0
America On line 4.0 Double Click to Start
(yes 3 AOL's)

Borland C++ Builder 3

Java Runtime Environment Standard Edition v1.3.1_06

The folders for these all went away however.

woops forgot to state yes i rebooted and the deleted programs were still in the
list.

I couldn't get out a

Netscape Communicator

and the folder still exists... there's no uninst.exe or similar

Are you removing the programs via Add\Remove Programs, or "deleting" them some other
way?

I am using Control Panel-> Add/Remove Programs-> Install/UnInstall. I noticed
if the program has its own uninstall that gets used. If it doesn't, it goes to
an generic Install Shield process.

On my ActivePerl it looked like I successfully uninstalled it but the main Perl
Folder is still there along with some subfolders and files. But no
uninstall.exe or setup.exe!!! Is this just as uninstalled as it gets and now i
finish the task manually by deleting the remaining files?

What do you do with programs that are not listed in the Add/Remove programs
list AND do not have their own uninstall.exe? I suppose you can just delete
them but that doesn't clean up their Registry entries?

Is the Perl as uninstalled as you get, and it cleaned up Registry, and it just
didn't delete those remaining files?

And I thought the removed programs should go out of the Uninstall/Install list.
When I click the add/remove button on a program that is already removed but
still in the list, the only option i am getting is the uninstall option. It
would make since if you actually did (Re)Add programs thru the Add/Remove
programs function.

Sometimes, if one clicks to Uninstall it a second time, the entry will
get removed from that tab. Otherwise, you must go to the Registry to do
it, or just let it be...

First, try to Remove it again in Add/Remove. This second time, you may
get an option to delete the empty entry. Otherwise...

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Curr entVersion\Uninstall

(1) "START button, Run, RegEdit".
(2) Click the plus sign to left of "HKEY_LOCAL_MACHINE".
(3) Continue to & click the plus sign left of "Uninstall".
Look for the item (Key) you wish to remove in the left pane,
under "Uninstall".
(4) In the left pane still, click the item you wish to remove, so that
it HIGHLIGHTS.
In the right pane, "DisplayName" should be the name you see in
Add/Remove Programs.
(5) Click "Export Registry File" in the "Registry" menu.

This will create an "undo" file. It will contain the Key that is
open in the left pane, it's sub-keys & the data in the right pane. It
will get a file type of ".reg". By default, when you click a ".reg"
file, it's data will merge back into the Registry. So, don't do that...
unless you want it back.

(6) R-Clk the key in the left pane, & select "Delete". (If it has lost
it's HIGHLIGHT, click it again & look in the right pane to be sure
you've got the right one.)
(7) Close RegEdit.

To alter the default behavior: "START, Settings, Folder Options, File
Types tab". Scroll to & click "Registration Entries", click the "Edit"
button, select "edit" in the window & click the "Set Default" button.
Now, when you click a ".reg" file, it will open in Notepad for
examination. To merge it into the Registry, R-Clk it & select "Merge".

Programs often do not remove their folders if there are any files in them that were
not put there by the original install procedure. They could be configuration files
or data files that were made later.

Whether the program is removing all the Registry entries associated with it, I can't
say, because I do not have the program. Many uninstalls do not remove all the
associated Registry entries.

If the program has no uninstall procedure, yet uses Registry entries, it is a
poorly-written program. If you have a program listed in Add\Remove, that you say
was already removed, either the uninstall was incomplete or the routine was
badly-written. I can't give you details because you don't say what the programs are
in each situation you describe, and I probably don't have them to check, anyway.

I suggest you read the documentation with each of the programs carefully, and see
what details they give about uninstalling. Another good practice is to monitor your
installations with something like the freeware Total Uninstall:
