Alan Thanks for answering my post. did as you said get
box saying windows cannot find MSCONFIG-Extract I also
tried MSCONFIG-riched32.dll file got the same message.

No, you don't understand.
"Start-Run-MSCONFIG-Extract File" means:

Click Start
Click Run
Type MSCONFIG
Press Enter
Click Extract a single file
